BID OPENING WILL BE Monday, August 10, 2026 AT 2:00 p.m.

Bids shall be according to the specifications, terms and conditions, and shall be on the forms provided. A Mandatory Pre-Bid Conference will be held on Monday, August 3, 2026 at 10:00 am local time at 507 Ocean Avenue, Melbourne Beach, FL 32951. Bids shall be submitted prior to the specified date and time. Bids will be opened and publicly read aloud in the Town Hall Masny Room, on the above appointed date and time. All questions shall be addressed in writing and sent via email to Tom Davis, Public Works Supervisor, at pwsupervisor@melbournebeachfl.org. The deadline for submitting questions is 4:00 pm, August 8, 2026. Questions will not be accepted if received after this date and time. A copy of the ITB can be found the Town’s website at https://www.melbournebeachfl.org/Departments/Town-Manager/RFPs-RFQs.

Beyond questions and answers, any and all modifications, clarifications, interpretations and supplemental instructions will be in the form of an addendum which will be available for download. All addenda and questions/answers so issued shall become part of the Contract Documents and receipt shall be acknowledged as specified herein.

Submission of a bid/proposal/submittal shall constitute an acknowledgement by the Bidder that he/she has thoroughly examined and is familiar with the Invitation to Bid (ITB). The failure or neglect of a Bidder to examine the Invitation to Bid (ITB) shall in no way relieve him/her of any obligations with respect to either his/her bid or the Invitation to Bid (ITB). No claim for additional compensation will be allowed which is based upon a lack of knowledge of the Invitation to Bid (ITB).

Seawall removal and reconstruction – Build, design, and provide all labor materials.

NOTICE IS HEREBY GIVEN that sealed bids will be accepted by the Owner, Town of Melbourne Beach for the furnishing of all labor and materials for the completion of removal and reconstruction of seawall. Sealed bids will be received by the Town of Melbourne Beach until 3:30 p.m. on July 30, 2026. Sealed bids shall include one (1) bound ORIGINAL hard copy, one (1) bound copy, one (1) electronic copy on thumb drive, all in a sealed envelope with project name “Town of Melbourne Beach – Sixth Ave. Seawall Project” along with the name and email address of bidder. Please refer to “Instructions to Bidders” for more details. No faxed bids will be accepted. Bids will be opened and publicly read aloud at 4:00 p.m. on July 30, 2026. All bids received after 3:30 p.m. on July 30, 2026 will be returned unopened.

 *Note: A mandatory pre-bid meeting will be held at Town Hall at the above address on July 28, 2026 at 9:00 a.m. This mandatory meeting will be utilized for questions and answers.

Scope of work shall include all labor and materials required to complete the project in accordance with the project plans and specifications.

Bid security in the amount of five percent (5%) of the Total Bid must accompany the Bid in accordance with the Instructions to Bidders.

The successful bidder may be required to furnish a performance and payment bond in an amount at least equal to the contract price as security for the faithful performance of the agreement, and for the payment of all persons performing labor and/or furnishing material in connection with the agreement and for the project. The award of the contract is contingent upon a mutually acceptable agreement between the Town and bidder payment of all persons performing labor and/or furnishing material in connection with the agreement.

The successful bidder will be required to fully complete all work within the stipulated time frame from and including the date to start work established in a written Notice to Proceed from the Town.

The Town reserves the right to reject all Proposals or any Proposal, and to waive technical errors and informalities.

The Town of Melbourne Beach, Florida (the “Town”), is seeking proposals from qualified firms or individual to provide grant writing services at the local, state, and federal level and grant administration. The term of the consulting services agreement is expected to be two (2) years with the option of a two (2) year renewal.

The Town will receive sealed proposals at the location stated below not later than 2:00pm, June 5, 2026.

Any submittal received after the above stated time and date will not be considered. It will be the sole responsibility of the Respondent to have its submittal delivered to the Town of Melbourne Beach, Florida by U.S. Mail, hand delivery or any other method available to him/her; however, facsimile, or electronic submittals will not be accepted. Delay in delivery will be the sole responsibility of the Respondent. Submittals received after the deadline will not be considered.
